How to Create OPatch Response file

Can anyone give me a clue on how to create a response file using OPatch? We're running Oracle on Windows and trying to create a response file so we can create an automated installation for Patch 35046439 (19.19 Bundle Patch).

The documentation and articles I've read say to run a command such as this

$ORACLE_HOME/OPatch/ocm/bin/emocmrsp -no_banner -output <specify_the_location>/file.rsp

but the /OPatch/ocm/bin directory is empty and searching for emocmrsp on the server yields no results.

I've installed OPatch version 12.2.0.1.37.

I also checked in my previous Opatch directory structure and I get the same result (/OPatch/ocm/bin directory is empty).
