Minimum Required Version of AgentPatcher to apply the patch is 13.9.5.11.0

While applying April patchset to OEM 13.5 on AIX all components update successfully except the agent.

Readme states: AgentPatcher version 13.9.5.4.0 is required however patching fails with this error: Minimum Required Version of AgentPatcher to apply the patch is 13.9.5.11.0

When I search for the latest agent patcher 13.9.5.4.0 is what I find. Has anyone had this issue? Maybe I am not searching correctly? Any tips appreciated.
