P3411 not consolidating transfer orders

I am testing responding to OT messages in P3411 in E1 9.2 Release 23. I am allowing any item in branch "A" to go to branch "B", I have the processing options for R3483 and P3411 set to consolidate transfer orders.

However, when I go in to P3411 and find the "O" messages for OT recommendations (while in branch "B"), I select two or more messages; when I take the Row exit to process messages or auto process, I get separate OT DOCO numbers.

I should get one DOCO number for the OT orders like I do in Release 22.

Is this a known bug? If so, is there an ESU for it? And if there is, what is the ESU number?
