disable Tools menu

hello

working on oracle Projects 12.2.5 under option Budgets, we enter Project number and project type, the find draft. for an 'inquiry' responsibility, how can we disable the menu 'Tools' ?

i could not find a function for exclusions that could help to prevent navigate to the options under the Tools menu
