Rights to demote object.

Hello,

TR-9.2.5.6, AR -9.2

Can you help me how to configure and give rights to developer for moving/demoting the object from PY to DV ie 26 to 21 status ( for demoting the object we follow 26-25-21) but developer can not move/change status of the object to 38 i.e.production.
