Oracle db version 19.16

CREATE, DROP and ALTER SYSTEM commands not producing any alerts in oracle 19c

I am checking on 19c oracle database. CREATE USER, DROP USER and ALTER SYSTEM SET SESSION and ALTER SYSTEM KILL SESSION statements are not producing any alerts in oracle 19c.

Is it supported or not in 19c? If not, can I get the corresponding document.
