Is there a way in PeopleSoft to assign specific users to able to restrict entering transactions?

Please share if there are any options using Peoplesoft delivered functionality to assign certain users to Project Activities be able to enter transactions only by those users and not others

we are on PS FMS Tools 8.60 &PUM46.
