19c datapatch

Hi ,

I have questions about the datapatch in 19c (Primary + Physical standby):

1/ How to know if its application requires or not a restart of the database ?

2/ What does datapatch apply do when the database is already datapatched (same patch) ? Second datapatching will be ignored ?

3/ Should the standby be datapatched manually or its datapatching is done via redo logs synchronization when will the primary be datapatched?
