Unable to Create a Resource within "Manage Resources"

I am having issues creating a resource under the "Manage Resources" area. Some users are able to be searched via their person name and created as a resource. However some users do not appear as an option to create as a resource. They have all the correct Next Gen roles and all have the role of Service Representative.
