Oracle DB won't start after applying patch

Oracle DB 11.2.0.4 running on Windows Server 2008R2

OPatch version is 11.2.0.3.19

I am able to successfully apply the October 2018 Windows Bundle patch (28265827). Anything newer fails. Error 1053 The service did not respond....in a timely fashion when trying to start the DB.

January 2019 Windows Bundle patch (28761877) installs without any warning or error but the DB won't start. After removing the patch the DB is okay again.

October 2020 (31659823) installs with a warning (see below). The DB won't start.
