Cannot access any form using the Forms Standalone Launcher (FSAL).

WebLogic 12.2.1.3 + Forms & Reports 12.2.1.3

Applying FSAL, there an issue when triggering the url from cmd or from server

FRM-93143: Oracle Forms Standalone Launcher checksum failed.

I tried many time resigned jar file follow the Error Launching Forms using FSAL (Doc ID 2584398.1) although it note recommend not to sign the official jar file. Before sign and after sign also same issue occurred.

any other step that can try ?
