Work Orderless transaction is not inserting data in Wip_entities and WIP_period_balanace table.

We are working on Oracle EBS 12.2.9 versions and we are having issues with Work Orderless transactions. Every time we create a Work Orderless transactions we are getting error while running Cost Manager with error "The WIP entity is either not defined or does not have a period balance entry."

Work Orderless transaction is not inserting data in Wip_entities and WIP_period_balanace table and that is causing this issue. We can't keep inserting data in these tables. Is there any permanent fix available?
