Can someone help me writing WLDF policy expression when Database services are down?

Can someone help me writing WLDF policy expression when Database services are down in Weblogic Server 12.2.3.1? I've tried many times but I am failing to write the correct expression for that. Also there is no proper documentation for this. Please help!
