APEX issue in migration from mod_plsql/OHS to ORDS - how to setup ORDS for APEX

Please let me know if this is not a proper question/post here.

I really appreciate any help on our APEX migrate to ORDS (as web listener)! It is a road block for our database upgrade. Our APEX stopped working after database upgrade to Oracle 19.

I have read Oracle ORDS documents including installation, configuration and developers guide. I have also been working with Oracle Support.

I still do not know how to map APEX between mod_plsql and ORDS, including database user APEX_PUBLIC_USER (or ORDS_PUBLIC_USER), document procedure and table.

I don't have experience in APEX programming and also assume no code change is required to migrate ORDS.
