Transport Error: [IPT_HttpSendError] HTTP Encounters Send Error :500

When I send a xml to FDATST, I got an error says 'Transport Error: [IPT_HttpSendError] HTTP Encounters Send Error :500'. I find a document that says 'I need to set DUNS number'. But I can't find a place for DUNS Number. Could you advice me more information?
