How to resolve EM Console Service Test from EM Management Beacon violated threshold

We have a database enterprise edition 19.19 , Oracle Enterprise Manager Cloud Control 13c Release 5, all running on Red Hat Enterprise edition 3.10.0-957.10.1.el7.x86_64

I have been getting the following message from the OMS:
