P6 EPPM r20.12 LOE Task Actual Labor Cost Not Populating

I am running Oracle Primavera P6 EPPM r20.12.

And I have the below Calculations settings for my P6 EPPM schedule.

Below are other pertinent settings.

As per below screenshot the Project Management LOE task's Actual Labor Cost does not populate though the task has progress, i.e., Activity % Complete of 14.21%.

Any input?
