Dual sourcing dilemna

Have an item that is being dual sourced. We are looking to make in house and externally source. We have many purchases orders in place and we wish to also release orders internally. This is a new product launch. There will not be enough underlying demand for some time to have ASCP create planned orders for the wip jobs. Any creative thoughts here?
