Is there a way to determine when an ETCC patch will be available?

Oracle eBS 12.2.7 on Database 19c, Linux x86-64

Right now a fresh ETCC run after applying the April 2023 CPU there are three patches listed that Patch Download on Support.oracel.com will not allow me to download.


Oracle Fusion Middleware (FMW) - Web Tier 11.1.1.9.0

Oracle Home = /ebstst/apptop/apps/fs2/FMW_Home/webtier

Patch 34867865

Oracle WebLogic Server (WLS) 10.3.6.0.230418
