ORDS upgrade

I am going to:

  1. Upgrade my 18c database to 19c
  2. Upgrade APEX 5.1 to 23.1

My current version of ORDS is 22.1, I would like to upgrade it. Do I upgrade ORDS after the APEX upgrade? I did not find any document on how to upgrade ORDS on 19c from 22.1 to 23.1, do you have any information on how to do this?
