Why FICA Wage Base limit setup for 2023 being ignored when Payroll is processed?

Problem Description

FICA Limit Ignored When Wage Base Limit is Reached.

Before the first Payroll of 2023, I set 2023 FICA limit via a Processing Option on object R073665 & R077011 to $160,200.

Six months later, some Employees are noticed that tax is being taken out even though they have reached their wage base limit.

Is there a reason or Bug that may be causing this to happen?
