Why is network traffic coming into an interface but not going back out?

Solaris 11.4 (SRU 25) being managed by Ops Center 12.4

CDom fails to NFS mount the virtlib from the EC/PC. Executing a ping from the EC/PC, a snoop on the CDom shows incoming ping requests but the CDom does nothing with the packets.

I can't ping back to the EC/PC rom the CDom, and the EC/PC can't ping to the CDom. However, all the CDoms in the server pool CAN ping each other, and the EC/PC can ping all the other CDoms.

It's almost like the CDom is blocking outgoing traffic to the EC/PC, or the CDom IP stack is broken somehow.
