Unable to open 16 version configtools due to Can't find dependent libraries for rpasjni.ddl

RPAS - Configtools - Version - 16.0.3.260

We have configured all the environment variables but when we try to launch the configtools, it is giving below error.

D:\RPAS_New\RPAS\lib\rpasjni.dll: Can't find dependent libraries

I already have Microsoft Visual C++ 2015-2022 for both 32 and 64 bit.

Could you please help us to resolve this.
