New installation of SQL Developer fails to start

in SQL Developer (MOSC) 4 commentsAnswered ✓

New laptop (Windows 11 Enterprise 22H2) so I installed the latest sqldeveloper-23.1.0.097.1607-x64. tried to start and message box received:

Oracle SQL Developer 

Unable to launch the Java Virtual Machine 

Located at path: 

C:\Utils\sqldeveloper\jdk\jre\bin\msvcp140.dll

I also tried the earlier release (sqldeveloper-22.2.1.234.1810-x64) with the same result.
