VM cluster on Exadata-on premise

Hi,

We can create and manage VM cluster on Exacc, Is it possible to create VM cluster on Exadata on-premise? If possible how do we manage CPU scaling? It will be helpful if there is any oracle document related to this. Thanks in advance.
