EPM 11.2.8 - Workspace is not loading

I was trying to deploy a non-SSL enabled EPM 11.2.8 on MS Windows Server 2016 & SQL Server 2016. The installation and configuration were successful (or at least it indicated it was). However, after starting the services (and OHS), workspace cannot be launched. It almost seems like nothing is redirecting from port 19000 to the weblogic web app ports.

A few other things to note:

  • No errors when RCU was executed.
  • Configuration of the web server and logical web addresses (LWA) were successful.
  • OHS appears to be working. I tested http://<hostname>:19000 and the page loads.
  • All EPM Services are starting.
  • I checked WL Admin Console and all the web apps are in state of RUNNING.
