Unable to Authenticate User error when user click on Oracle url from iprocurement approval email.

Oracle iProcurement.

Oracle r12.1.3

Unable to Authenticate User error when user click on Oracle url from iprocurement approval email.

When the user clear cookies and cache , and try to login , then the url will open.

The issue is with iProcurement approvers only.

They will not each time clear cookis, What can be done to resolve this.

We have recently done server migration and our oracle URL is changed now.
