APP-SQLGL-08044 when update end of period on Accounting Calendar

Oracle Receivables EBS. Oracle Applications 12.1.3

Oracle Database 11.2.0.4.0

When we setup a new accounting calendar for the next year, we realized after that - it will be a leap 2024 year and tried to update the end date from 2/28/2024 to 2/29/2024 for period 8 but cannot update this because getting following error: APP-SQLGL-08044: You can only modify periods that have never been used.

Any ideas what could be a problem and how to fix? Did somebody have an issue like this before?
