During One-Off Patch:35317672 apply ORA-00054: resource busy error

Oracle 19.13.0.0.0/Exadata

We are getting the below error when we try to apply the One-Off Patch :35317672 which is mentioned as RAC Rollable Installable and wanted to check on how we can ensure it is RAC Rolling Installable (i.e. we do not want to put the DB in Upgrade mode to apply the patch - which we know will work)

Error Description:

ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired

ORA-06512: at line 151


The file (with line 151) that is being referred in 19c is $ORACLE_HOME/rdbms/admin/backport_files/bug_29887840_apply.sql

We do have FBDA tables
