Help with AH01630: client denied by server configuration error in OHS

Oracle OHS Version 12.2.1.3.0
I'm having problems with adding IPs to the OHS path trim configuration in the mod_wl config file. It turns out that I have 2600 different IPs to add for a certain path trim, but when I restart the instance, I get the following error: AH01630: client denied by server configuration. Is there any limit to add a number of Ips? If so, is there any way to add Ips by range?. Please note that if I add 10 or 20 IPs for example, there is no error in logs, and the instance restart is OK.
