Primavera on SQL Server in house to Azure

We are running Primavera P6 on SQL Server 2014 in house , currently using a small DB (about 3 GB).

We are planning to transfer all this to a VM in Azure (performing an upgrade of SQL Server and Primavera version).

So far this is the plan:

1- Create new VM on Azure

2- Install SQL Server 2019 and Primavera software (version 21)

3- Export DB from in house SQL Server

4- Import to SQL Server 2019.

Can anyone suggest ideas on the best way to implement this?
