EM express keeps "loading" after installation

In Oracle Standard Edition 2, version 19.19.0.0 (19.3 but it has been patched) I had troubles after deleting the 12c instance and installing the new one as the client required, one of the problems was not being able to start the DB with the spfile generated during DBCA.

After some tuning I managed to make the EM URL to be accessible and it lets me log in, but as soon as I do that it shows an empty page with "loading" message on top of it.

Followed this guide to tune some parameters but I believe the problem now is either in the patch I installed or in the spfile:
