EBS Forms will not open on wired connection but opens on wireless connection

We are using EBS version 12.2.10 on db 19.15.0.0 and OS version Linux 7.

This issue seems to be user specific and not system wide. I have two users who tried to login to EBS and launch forms but getting frm-92102 error about network timeout. The are only getting this error in wired connection. When I switch them to the wireless connection, the form opens up fine with no issue. When they are on wired connection, they are able to access the internet and able to login to the EBS, so there is network activity, only when launch the form having the issue.
