Dual Sourcing Make and Buy not respecting order modifiers

Hello,

We are currently on EBS 12.2.8 and run an unconstrained ASCP plan nightly. We are just dipping our feet into dual-sourcing items. We have a scenario coming up that requires us to buy 50% of an item from a supplier and make 50% of an item in house. However, our order modifiers will be different between our make parts and our buy parts. I have a sourcing rule setup to make 50% allocation and buy 50% allocation, and I created a global approved supplier list entry for the supplier we will be buying from. Here's my setup:

Make parts should release job orders in quantity of 1 (I added a maximum order quantity of 1 in organization item)
