How to identify EBS users with assigned responsibilities that they have never used?

Oracle EBS 12.1.3.

I'm trying to clean up assigned, obsolete Oracle access. I can identify active users with active responsibility that haven't been accessed within a certain number of days using the below tables to get the last time they connected to said responsibility, but I can't seem to figure out how to actually identify active users with active responsibility where they haven't ever accessed the assigned responsibility. I would really like to identify where a responsibility has been assigned X number or more days ago and never used, but at this point, I take whatever help I can get.
