Is there a way in JDE 9.2 to inactivate address book records?

We have JDE 9.2 tools version 9.2.5.4. *I feel the need to let you know I am not an IT person! Just end user system admin.*

I have seen this question asked before but the one I found was a while ago.

I am trying to inactive suppliers in our address book. I have found a code IV 'Inactivate suppliers' and we can use that. However, I would like the system to recognize a supplier is inactive and stop the AP entry once the vendor number is entered.

I have seen some reference to hard and soft warnings just have not figured out how to make that happen.
