Two version of seed workflow in prior custom repository

Hello Oracle team.

Can you provide us answers to the questions asked as it is holding our upgrade activities.

As noted, we are upgrading from 8.1.1.10 to 23.5. We understand that as part of pre-upgrade steps, the workflows that neede to be upgraded have to be marked completed and active and all other workflow versions should be set to not in use with Inactive = True

There are three types of workflow possibilities -

a. Complete Custom Workflows - These we expect would be migrated as is as part of the upgrade

b. Modified Seed Workflows - For this expectation is only the last version would be set to active and completed. All other versions will be set to not in use and inactive=true. Confirm if this is the case
