EAI Issue in siebel 21.7

we make the EAI MAX tasks & Min Tasks = 3000 and put MT=1 and also we tested MT=2 , but on each siebel servers we see that when running tasks reach to about 800 , then EAI does not work correctly and some errors come to system like "user can not get session in 4 attempts "( SBL-JCA-00200) why when it hast too much free tasks till 3000 (max tasks) but this error comes and system becomes too slow in sending result for APIs and even time-out
