Triggering agent on database update

In OTM 6.5.1 is it possible to trigger an agent when the shipment_status table is updated by an update statement run outside of OTM?

We are setting up a process to update received weight field on the s_ship_unit_line table and when the update is completed the shipment status table will be updated with an external status change to completed.

If I setup an Shipment Status changed do I set it to listen on internal as opposed to Integration or User?
