Can a new store alone be assigned to cluster in Assortment Planning RPAS?

Vesrion: 15.0.2

in RPAS AP when I am assignging new store alone to a cluster it is not flowing the results in sales measures after accpeting cluster and seeding sale custom menu are executed. Does it mean we can not add new store alone to a cluster?
