PO Roll Open Encum not processing POs as expected - stuck in pending status

We just had fiscal year end. I have a business unit that is using PO Roll Open and we find that the PO's remain in pending status no matter what we do. Attempted PO Roll 2 - nothing happens. Attempted Request PO Roll Open - nothing happens. Tried Request PO Roll Open and then PO Roll2 and nothing happens. These PO's remain in pending status.
Anyone else experience this? Anyone have a solution?
