GetAttachment - SetURLProperties (error): URL properties, "USER" and "USEAUTHTOKEN", are required

PeopleTools 8.56.16

GetAttachment function was working for years now returns the error below. The URL does not require credentials, but the PS URL defintion is now requiring USER and USAUTHTOKEN. Has anyone experienced this or has a suggestion?
