Can IB instance be created for a non inventory shippable item when linked with a service?

I created a sales order with two items. A non inventory shippable item linked with a service item. But the IB instance is not getting created after running the ' interface install base lines' program. Because of which wea re not able to create contract for the sales order.

Why is it not creating the instance?

Is it even possible to create IB instance of a non inventory shippable item?

Please help.
