Siebel 23.5 Patch Installation Hanged at "Starting Installation" Step in Production Envionment

Hi,

Recently We tried installing Siebel 23.5 on top of Siebel 22.2 in Production windows environment and in that we faced issue that the installation got hanged at step " Starting Installation" step.


We raised a ORacle SR and found that the files in folder Siebel22\inventory\Components21 are not recreating after deleting during this patch installation.


We have verified the folder permissions and even we found installables also fine as with same installables, it got sucess in all lower environments.


We would like to know what could be the issue and how to fix it and what are things we need to check. I am sharing the error screenshot as well with this post. Please check and help.
