QP: Security Control with Views Conversion

Version 12.2.1

I am looking to implement pricing security in our Oracle environment. The notes on this topic indicate that in order to turn security on or off, we need to run the program :

However, we dont have the above program in the system. Also, the notes say that the profile option for QP Security control cannot be changed directly and need to be turned on an off using the above concurrent program. Has that changed? The profile option appears to be updateable by System Administrator directly.
