Install fmw_12.2.1.4.0_B2bhealthcare.jar failed

I run the "fmw_ 12.2.1.4.0_ B2bhealthcare.jar" as an administrator with the command "java -jar fmw_ 12.2.1.4.0_ B2bhealthcare.jar".

When executing the Installation Progress step, an error occurred while generating Libraries, as shown in the attachment, stating 'Failed to clean library directory.C:\Oracle\Middleware\Oracle_Home\oracle_common\modules\features\com.oracle.db.jdbc7-dms.jar"

p.s. When conducting Oracle Fusion Middleware 12c B2B and Healthcare Installation, I chose Healthcare as the installation type
