Leave/Compensatory Time tab on timesheet does not display comp leave in period granted

PeopleSoft HCM 9.2, PUM 40 (last full). some PUM 45, PT 8.58

We are currently testing using comp leave. We enrolled our employee into the Comp Plan, we grant compensatory leave to the employee (as Administrator), we run the Time Administration process. When we go back to the employee's timesheet (either as the Administrator or employee) and enter the period when the comp leave was granted, we do not see the Leave/Compensatory Time tab. The Leave/Compensatory Time tab will not display to the Administrator or the employee until the next period, even though the balance is available for use as soon as it is granted. Is this correct bahavior?
