How to do a One-time allocation for a custom entitlement based on a value of a configurable variable

I would like to pick the smart brains of PeopleSoft Absence Management practicener community, for suggestions on how to do a

1.      One-time allocation for a custom entitlement based on a value of a configurable variable.

2.      This allocation should not be repeated every year (or for any defined calendar period)

For Example:

1.      One-time allocation 5 days of vacation that has to be used within one year of date of marriage (this Date will be provided on self service page and can be referred via system element)

2.      This is not the allocation which will happen annually like other leaves.

When I looked at autogenerated entitlement accumulators, I couldn’t find any option to configure this, but I am sure, we are not the first to one to come up with such business requirement.
