No Submit button when adding a row in Manage Position (Fluid Position Management)

Hello,

We are working on a project to implement Fluid Position Management. We activated Fluid Management Position in a test environment. When I try to add a new effdt row to a position number, the activity guide opens but there is not a submit button on the Review and submit page. What did I miss? I added the PL HCCPHRFL3100 to my role and added my role to the POS_DAT activity guide security as an administrator.
