Why organization was not shown in Supply Warehouse when Create SO

in Order and Service Management (Communications Industry) (MOSC) Question
  1. We are on Oracle Fusion Cloud Applications 23B (11.13.23.04.0);
  2. I have created a brand new organization and complete setup and then do test with Sales order , but I can't choose the new organization as warehouse.

please advise.
